Who Makes Them ?
Most of the CSS Templates you see here are designed by Roshan (a.k.a RamblingSoul). I am a freelance web designer and advocate of Web Standards. I have been releasing css templates since 2005. You will find many of my templates in the Open Source Web design communities like openwebdesign.org, OpenDesigns.org and GetFreeWebDesigns.com
